In hiphop (pre-Puffy and his wholesale bullshit ripping people off era) Using a sample that someone else has already used, is/was a big no-no. There is a school of thought that says if you freak it a different way, then it can be considered acceptable. Puffy, Irv and them (think Jenny from the Block, trackmasters vs beatnuts) just rip other peoples ideas off. Its one thing If a producer digs and finds a cool ass sample, then freaks it and turns it into a song, its another if puffy or irv come along a couple of years after the fact and just re-do it (think ed og, foolish, etc etc) When someone is saying stealing, they mean the sample.
