I use to eat @ this Cuban place off of Williams and Maiden Lane (before 911 happened) that was shut down by the Health Dept. If a rat infestation isn't enough to get a place shut down, it makes me wonder how dirty that place actually was to get shut down. That area is dirty in general tho. One time this dude showed me why he didn't eat at the Burger King up the block from that Cuban spot: he ripped open one of the garbage bags they put out on the curb and there were roaches eeeerrrverywhere.
